With most of these data breeches, they are only able to obtain an encrypted copy of the account database, and they still need to crack the actual passwords to access your account.

Cracking your password is much easier for a hacker when they have a copy of the database. Not only is it much faster than attempting to crack it online, but they also avoid being locked out for bad attempts, what I all the three strikes and you are out.
